According to a source, Globill made their last update into the main CC system on July 3. They didn't tell affiliates that they were closing until July 28th!

According to one experienced webmaster, there are signs that a third party billing company is dying.
'For all who are wondering the warning sign is UNVERIFIED SIGNUP.When you see that its an 80/20 chanceyou are screwed dude.
This either means the gateway is down due to technical difficulties or the fuckers have been shut down and are unable to process the card. Globill knew what they were faced with on the 22nd, lied and stated the outage would be corrected within 72 hours. They were using that 72 hours to get our money out of the banks.'

Yet another third party processor is gone. This time, it is Dutch Billing. Here is the official notice sent to webmasters:
Another one gone...
Starting today, July 30th 15.00 CET, DutchBilling will cease its operations. Therefore, starting this date and time, your website will be unable to accept any credit card or check transactions through DutchBilling in the future.
After very large and extensive discussions with our acquiring banking relationships worldwide our banks forced us, together with the rules and regulations from VISA and MasterCard International,
to stop processing immediately.
The reason of closure is the affiliation between the type of content provided on the websites where DutchBilling is billing for and the brand VISA and/or MasterCard. Both card associations don't want to have any affiliation with this type of content.
Your balance, as well as the future payouts, will be paid according to the following schedule.
1. The last normal payment occurred Monday July 28th 2003. This payment should have been received into your account already.
2. The following payout, minus any credits or chargebacks, is scheduled for Monday October 27th. This amount is the total of all invoices between August 4th and October 27th, minus a 50% holdback of this total.
3. The last payout, scheduled for January 26th, will include the remainder of your payment, including all holdbacks and reserves.
The above schedule applies for all DutchBilling webmasters, linkers and resellers.
All end-users will continue to have access to your website, and our automated systems will automatically delete these users when their subscriptions are expired.
Despite the message above, the entire DutchBilling staff and management thank you for your business and we regret that we have to stop our business relationship.

ACPay, one of the most popular third party processors, has gone out of busines.. Unlike Globill, ACPay will continue to process rebills for the duration of current memberships.
Here is the letter sent to affiliates:
Dear Webmaster:
We apologize for our silence over the last few days. As we have stated, our bank has refused to continue processing for 3rd party billing companies due to pressure from Visa/Mastercard, which as many of you know has affected a number of other companies. In recent weeks we have attempted to sell, or transfer the business to another processing company. While at the end of last week we were very close to a deal, the buyer decided to pull out after further review, an examination of industry message boards, and difficulties with their merchant banking relationships. We have been working very hard and have explored every possible option. However, given the current business climate with regard to 3rd party processors, their standing with Visa/Mastercard and the virtually complete unavailability of merchant banking options, this exploration has not been fruitful. With regret, we have decided to discontinue AC Pay / EGS Pay.
In order to ease the transition of your accounts to other processors, we will do the following:
1. We will continue to process existing rebills and pay out commissions on those rebills for the life of the membership. Commission payments scheduled to go out this Wednesday will go out as usual.
2. All new transactions that have been placed in pending status (none of which have been processed) since July 9, 2003 will be transferred, upon your request, to your new processor.
3. We will continue accepting new transactions from your sites and queuing them as pending until August 11, 2003. These transactions will not be processed but will be available to be transferred to your new processor.
4. We have contacted some 3rd party processors who will be able to assist you with new account setup. We will continue to contact other processors, in the mean time you may contact:
