Bad news for webmasters. I found the following info on this site, http://www.ibillowes.com/.

"ETELEGATE is a RE-BRANDED iBill.com Do not be lured in by their 10% fee. Etelegate is a part of iBill's new shell game to continue doing business while becoming "judgment proof" to the many, many lawsuits filed against them"

Ibill is trying to deny that they are associated with Etelegate, but I found a press release with the following info below.

DEERFIELD BEACH, Fla.--(BUSINESS WIRE)--March 29, 2006--Interactive Brand Development, Inc. (OTCBB:IBDI - News) announced today, that its wholly-owned subsidiary, Internet Billing Company, LLC (iBill) will begin outsourcing its on-line payment processing to etelegate.com, an unrelated third party processor.

Pass this information on! Ibill keeps trying to come back to rip off people. According to this thread on the XBIZ forum, Etelegate has stopped paying.
